Changes of the ITHF Constitution

1) Observer status, members with minor activities

6.2.1   The following conditions must be fulfilled to get the ACTIVE member status:

1)  To be officially registered by the national authorities as an organization connected with table hockey;

2) To have at least 15 adult members (players) from the nation. If clubs are the members of the national association then the number of members of these clubs is considered;

3) To organize at least 5 tournaments within the national region with at least 10 players (each tournament) every year. These tournaments have to be open for all table hockey players;

4) To be open for any table hockey players from the home nation and to support table hockey development in the whole country.”

6.2.2   The members who don’t fulfill the conditions described at 6.2.1 will get the OBSERVER status.

 

11.2.2. Each active member at all times must fulfill the conditions set at the point 6.2.1. If any active member does not fulfill these conditions the Executive Committee of ITHF can suspend the voting rights of this active member until the conditions are fulfilled again. The ITHF member with the suspended voting rights gets the observer status.”

 

This suggestion was approved at the first voting round. 26 was the total number of votes, 18 were needed for approving this change of the Constitution.

2) Do you agree on changes of point 11.2.1 of ITHF Constitution?

 

[ ] We agree on the following change of the point 11.2.1 of the ITHF Constitution (2) Version A):

11.2.1  Each active member with at least 100 players with at least 250 points at the official World Ranking of ITHF has three votes. Each active member with at least 25 players with at least 250 points at the official World Ranking of ITHF has two votes. Each active member with less than 25 players with at least 250 points at the Official World Ranking of ITHF has one vote. The active member’s rights to vote are not transferable. The count of players per nation is taken right after entering results from the last held World Championship.”

 

[ ] We agree on the following change of the point 11.2.1 of the ITHF Constitution (2) Version B):

11.2.1  Each active member with at least 50 players with at least 500 points at the official World Ranking of ITHF has three votes. Each active member with at least 25 players with at least 500 points at the official World Ranking of ITHF has two votes. Each active member with less than 25 players with at least 500 points at the Official World Ranking of ITHF has one vote. The active member’s rights to vote are not transferable. The count of players per nation is taken right after entering results from the last held World Championship.”

 

[ ] We agree on the following change of the point 11.2.1 of the ITHF Constitution (2) Version C):

11.2.1  Each active member has one vote. The active member’s rights to vote are not transferable.”

 

 

[ ] We agree on the following change of the point 11.2.1 and adding following new points XX.1.1 and XX.1.2 (2) Version D):

11.2.1  Each active member has one vote. The active member’s rights to vote are not transferable.”

 

XX.1.1  The Executive Committee announces decisions made by the Delegates’ Conference not longer as 14 days”

 

XX.1.2  Within 5 days after a decision was made by the Delegates’ Conference, the Executive Committee can ask the Delegates’ Conference to review the decision by a motivated refusal. If the Delegates’ Conference approves the same decision without changes, the Executive Committee can not make any objections for the second time.”

 

 

[ ] No, we do not agree on changing the point 11.2.1 of the ITHF Constitution (2) Version E)

 

This question was decided in the second voting round.

First round results: Version C … 17 votes; Version A … 4 votes; Version B … 2 votes. 18 votes were needed, so this question was not decided during the first voting round.

 

The Executive Committee has awarded the observer status with no voting rights to Austria and Italy before the second voting round. The reason for this step was approving of the change of the ITHF Constitution and the fact that these two ITHF members don’t meet the paragraph 3 at the point 6.2.1.

 

The Executive Committee has also declared that the national registration of the ITHF members (point 6.2.1, paragraph 1) must be fulfilled by the active ITHF members till 31st August 2007.

 

The second voting round was held with the total count of 24 votes, 16 votes were needed for changing the ITHF Constitution.

Version C … 16 votes: Canada (1 vote), Czech Republic (2 votes), Denmark (1 vote), Estonia (2 votes), Germany (2 votes), Hungary (2 votes), Russia (2 votes), Slovakia (2 votes), Switzerland (1 vote), USA (1 vote)

Version A … 6 votes: Finland (2 votes), Norway (2 votes), Sweden (2 votes)

Version B … 2 votes: Latvia (2 votes)

 

Version C was approved as 16 votes were needed for this decision.

 

The following voting rounds were proceeded using “one vote for every active ITHF member” rule.

The Tournament Rules were accepted.

4) Awarding of „wild cards” for the OPEN class/category?

Accepting … 11 votes: Canada, Czech Republic, Denmark, Estonia, Hungary, Latvia, Norway, Russia, Slovakia, Sweden, USA

Against … 2 votes: Germany, Finland

It will be possible to award the wild cards also for the open category.

5) Points for wins, counting mutual matches into the next groups

3 points + mutual matches … 5 votes: Czech Republic, Denmark, Estonia, Hungary, Slovakia

2 points + mutual matches … 5 votes: Canada, Germany, Latvia, Norway, Sweden

2 points, NO mutual matches … 3 votes: Finland, Russia, USA

 

The decision was note made during the first round. The second round with first two possible answers was held, the new ITHF member Ukraine could participate in the second round.

 

2 points + mutual matches … 8 votes: Canada, Finland, Germany, Latvia, Norway, Russia, Sweden, USA

3 points + mutual matches … 7 votes: Czech Republic, Denmark, Estonia, Hungary, Slovakia, Switzerland, Ukraine

 

Two points will be awarded for each win.

6) Counting Mutual Matches Results

Only into the TOP Division … 6 votes: Czech Republic, Estonia, Hungary, Latvia, Norway, Slovakia

Not take the mutual matches results into next stages … 3 votes: Finland, Sweden, USA

Into all divisions … 2 votes: Denmark, Germany

 

The mutual results will be counted only into the Top Division.

 

7) Postponed matches have to be played as soon as possible

Yes … 11 votes: Canada, Czech Republic, Denmark, Estonia, Germany, Hungary, Latvia, Norway, Russia, Sweden, USA

No … 2 votes: Finland, Slovakia

 

The postponed matches will have to be played as soon as possible.

 

8) Reporting of results can be stopped

Results reporting will be possible stopped by the organizers.

9) Any complaint must be submitted immediatelly

Any complaint must be submitted immediately by the players to the referees at the tournament.

10) Equal seeding of players from a country

Yes … 7 votes: Czech Republic, Denmark, Estonia, Germany, Hungary, Latvia, USA

No … 6 votes: Canada, Finland, Norway, Russia, Slovakia, Sweden

 

The players will be divided into the groups in the equal number considering their nationality.

11) Players from the same nation playing their matches at the beginning

Yes … 7 votes: Czech Republic, Denmark, Estonia, Germany, Hungary, Latvia, Sweden

No … 6 votes: Canada, Finland, Norway, Russia, Slovakia, USA

 

The mutual matches of the players from the same nation will be scheduled at the beginning of the tournament groups.

 

12) Referee Committee rules

Yes … 11 votes: Canada, Czech Republic, Denmark, Estonia, Germany, Hungary, Latvia, Russia, Slovakia, Sweden, USA

No … 2 votes: Finland, Norway

 

Rules for the Referee Committee were accepted

13) Accepting the Pakistan Table Hockey Federation as the member of ITHF

No … 9 votes: Canada, Czech Republic, Estonia, Finland, Hungary, Latvia, Norway, Sweden, USA

Yes … 3 votes: Denmark, Germany, Russia

 

The Pakistan Table Hockey Federation was not accepted as the ITHF member.

14) Accepting the Ukrainian Table Hockey Federation as the member of ITHF

Yes … 9 votes: Canada, Denmark, Estonia, Germany, Hungary, Latvia, Russia, Sweden, USA

No … 2 votes: Finland, Norway

The Ukrainian Table Hockey Federation was accepted as the ITHF member.

15) Introducing the World Club Championships

Yes … 11 votes: Canada, Czech Republic, Denmark, Estonia, Finland, Germany, Hungary, Latvia, Norway, Russia, Sweden

No … 1 vote: USA

 

The World Club Championships will be included under the ITHF from the next season.

16) Wins as 2nd tiebreaker

No … 10 votes: Czech Republic, Estonia, Finland, Germany, Hungary, Latvia, Norway, Russia, Slovakia, Sweden

Yes … 2 votes: Canada, USA

 

Wins will be not taken as the second tiebreaker when players have the same count of points.

17) Keeping the European Championship

Yes … 11 votes: Canada, Czech Republic, Denmark, Estonia, Finland, Hungary, Latvia, Norway, Russia, Slovakia, USA

No …  2 votes: Germany, Sweden

The European Championship will be kept as an ITHF tournament.
